ation policy in Indigenous communities

Abstract:

A
cross the Americas and Oceania\, Indigenous youth living in historically se
gregated or marginalized Indigenous communities attain less education than
Indigenous youth living elsewhere. Using administrative data from British C
olumbia and exploiting variation in the age at which students move to and f
rom legally delineated Indigenous communities known as reserves\, I show th
at this gap reflects causal exposure effects rather than differences in stu
dent composition. Reserve exposure has especially detrimental effects for s
tudents attending on-reserve schools\, long under-resourced relative to com
parable public schools. I find that increasing on-reserve school funding su
bstantially raises educational attainment\, while culturally relevant pedag
ogy initiatives in public schools also improve outcomes for on-reserve stud
ents. Importantly\, Indigenous community exposure increases Indigenous lang
uage knowledge\, highlighting the need for policies that strengthen educati
on while preserving cultural connection.

[buttons] [button link_text=
